SUMMARY:

Under general direction, performs a variety of complex professional-level duties in analyzing and administering various components of the Library’s human resources system including employee/labor relations, compensation, benefits, recruitment, organizational development and training.

ESSENTIAL FUNCTIONS:

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Plans, organizes, administers, reviews and evaluates the activities of professional and support staff.
  • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
  • Manages the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Provides advice and counsel to the Library Director / CEO and senior management on human resources management practices, emerging issues among managers and employees, and changes in employment law and regulations; oversees resolution of employee disciplinary issues and employee complaints.
  • Administers and develops benefits programs including life, health, dental, vision, and disability insurances, pension plans, vacation, sick leave, leave of absence, employee assistance program; reviews contracts with outside suppliers to provide these employee services.
  • Oversees classification and compensation studies and analysis; oversees position control, personnel records, job audits, and allocates positions to the proper salary range, subject to administrative review; manages consultant resources related to classification and compensation services.
  • Oversees the maintenance of all personnel records, including benefit plan participation (insurance and pension plan), personnel transactions (hires, promotions, transfers, performance reviews, and terminations), and employee statistics for government reporting.
  • Oversees compliance with State and federal regulations including Worker’s Compensation administration, FLSA, FMLA, and ADA issues, return to work program, and policies and procedures.
  • Oversees recruitment, testing/screening, and selection procedures; provides consultative support for departments in the development of interview questions, screening forms, selection process, testing, and background investigations; ensures that the organization is in compliance with Federal and State EEO/ADA laws relative to hiring and program entitlement.
  • Administers system-wide performance management system; conducts reviews of staff evaluations to ensure consistency, rating validity and legal/policy compliance.
  • Manages all activities related to the automation of departmental activities, including the acquisition of equipment, coordination with system-wide information systems.
  • Directs and participates in various committees and task forces; organizes activities and provides for staff support; prepares or reviews a variety of narrative and/or statistical reports, correspondence, presentations and other written materials.
  • Serves as management advisor to the Staff Association.
  • Uses standard office equipment, including a computer, in the course of the work; drives a motor vehicle to attend off-site meetings.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor’s Degree in human resources administration or a closely related field; AND five (5) years of management-level human resources experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

Required Certificates, Licenses, and Registrations:

  • Florida Driver’s License.
  • PHR or SPHR certifications from SHRM Preferred.

  • Principles and practices of job analysis, recruitment, selection, classification, compensation, labor relations, affirmative action, employee assistance and/or employee development.

  • Data sampling and statistical analysis techniques.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles and practices of budget development and administration.
  • Records management principles and practices.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, occasionally where relations may be confrontational or strained.
  • Principles and techniques of making effective oral presentations.
  • Standard office practices and procedures, including filing and the operation of standard office equipment; correct business English, including spelling, grammar and punctuation.

SUPERVISION RECEIVED AND EXERCISED:

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
