Under general direction, plans, recommends, implements policies, methods and systems and promotes continuous innovation in the management of the financial operations of the Library system and direct the operations of the Division of Business Operations, including Finance, Human Resources, and Facilities & Operations. Plan for and allocate financial resources for strategic planning initiatives; communicates financial information and serves as professional resource to the Director and Library Board of Trustees; participates as a member of the Administrative Team to establish system-wide policies and programs.

  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of assigned staff, normally through subordinate supervision.
  • Develops and implements goals, objectives, policies, procedures, and work standards for the division; prepares and administers the divisions' budget.
  • Contributes to the overall quality of the divisions' customer service provision by developing and coordinating work teams and by reviewing, recommending, and implementing new and improved policies and procedures; ensures the delivery of administrative services in keeping with the organization's policies and standards.
  • Selects staff; trains staff and provides for their professional development; administers discipline as required.
  • Participates with other Administrators in the recommendation and implementation of Library policy, plans, systems, initiatives, and methods; communicates activities, programs, and priorities; initiates and influences the development of policies and trends relating to Library operations; consults with the Director on system-wide communication and issues.
  • Administers and directs the operations of assigned functions; establishes plans, goals and budgets; defines methods, approaches, systems, schedules, and procedures to encompass the assigned functions; monitors and communicates performance; provides resources and direction to Managers and their subordinates.
  • Communicates, interprets and explains the Library's mission, policies, and plans to staff and to the community; works within the community to encourage use of the Library System and its resources and represent the Library to the public; investigates and resolves patron concerns and report to the Director / CEO on areas of significance to the Library.
  • Establishes, implements, authorizes, and monitors the operation of systems and procedures to process and account for all financial transactions of the Library including all cash receipts, disbursements, and payroll transactions; coordinates periodic closings, monthly financial statements for Library Board, and annual audit; coordinates the preparation of annual budget and monitor and report on budgetary variances; plans for the cash requirements of the Library and invest and account for surplus funds; reviews and approves periodic accounts payable vouchers and payroll; ensures that Library business operations are conducted in accordance with all governing requirements, laws, and regulations.
  • Participates in site selection for branch expansions; prepares project budgets, monitor construction bid process, and participate in the selection and recommendation of contractors and the negotiation of contracts; monitors construction process; schedules and tracks implementation plans, makes decisions required to resolve issues during any project phase and report on project status to Library Board.
  • Participates with other plan administrators to oversee and manage pension and deferred compensation plans; interprets plan provisions, reviews defined benefit retirement calculations prepared by others, participates in investment decisions, and restatement or amendment of plan documents; directs and monitors the work of pension attorney, actuary and investment consultants; monitors compliance with pension plan provisions and regulations, including submission of various reports to State.
  • Establishes, implements, authorizes, and monitors the operation of systems and procedures associated with the purchasing of materials, supplies, and services and negotiate related contractual terms.; reviews and edits requests for proposals and participate in the selection of vendors and the renewal of vendor contracts; reviews and edits documentation regarding significant purchases and for Library Board review and approval.
  • Proposes and contributes to the development and implementation of Library projects; defines approaches and processes and implements projects assigned by the Library Director; makes assignments and personally contributes to the performance of project activities; monitors and reports on the status of projects.
  • Provides systems for the tracking and reporting of any range of Division operational statistics, review, and analyze data, anticipate and report on trends and take or recommend required action to respond to areas of concern.
  • Attends and participates in a variety of meetings and task force groups to plan strategy, integrate activities, communicate issues, obtain or provide approvals, respond to challenges and resolve problems and maintain specific level of knowledge pertaining to new developments, requirements, and policies.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:

Bachelor’s degree in finance, accounting, or a related field; AND five (5) years of financial operations experience at the managerial level.

Required Certificates, Licenses, and Registrations:

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • Certified Public Accountant or Certified Government Finance Officer.

Required Knowledge and Skills

  • Principles and practices of generally accepted accounting standards and practices, with an emphasis on governmental and fund accounting, including methods of financial reporting and financial statement preparation.
  • Techniques of financial strategic planning.
  • Principles and practices of budget development and administration.
  • Principles and practices of contract negotiation and administration.
  • Applicable laws, codes and regulations.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and budget development and implementation.
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Computer applications related to the work.
  • Correct business English, including spelling, grammar and punctuation.

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
