SUMMARY: 
Under general direction, manages maintenance and repair services for all Library facilities.

ESSENTIAL FUNCTIONS: 
This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
  • Manages the Library’s maintenance and repair service function through staff, outside vendors and contractors; reviews and monitors requests for service including electrical, plumbing, HVAC, roofing, painting, locksmith, and other repairs as necessary; contracts for services with approved outside contractors; monitors completion of service requests, investigate and resolve problems or complex service requests, and communicate with customers related to delays in service or other significant service issues.
  • Monitors security, fire, access control and camera systems ensuring that all are in compliance with operational and policy requirements.
  • Monitors building structures, grounds and equipment to ensure compliance with all established standards for safety, appearance, operation, and cleanliness; executes required action for issues within immediate span of control and develop and submits recommendations to Department Head for remediation of significant conditions requiring attention or repair. Perform regular inspections of OCLS facilities to anticipate repair or maintenance needs.
  • Serves on defined rotational schedule to receive emergency service requests, security and fire alarms, disaster readiness and recovery alerts or issues during hours when the Facilities & Operations department is closed (nights and weekends) and implement response.
  • In the absence of the Facilities & Operations Department Head, manages all functions of the department.
  • Ensures the accuracy and completeness of maintenance database; manages the entry, dispatch, tracking and fulfillment of standard service requests; reviews and authorizes service invoices for payment. Prepares and maintains the preventive maintenance program for all OCLS facilities.
  • Tracks and prepares any range of reports and documentation related to departmental activities and other assigned issues.
  • Performs any range of special projects as assigned.
  • Monitors progress of assigned projects to ensure compliance with contractual requirements and limitations, including quality, timeliness, and cost; documents concerns, take required action to protect the interests of the Library and reports on anticipated and actual construction defects, delays or potential delays, obstacles, or cost overruns, providing recommendations for resolution and additional action required; works with management team and contracted professionals to identify and implement resolutions.
  • Maintains the OCLS key system.
  • Regularly communicates the status of projects to management, including the Facilities and Operations Department Head.
  • Interviews, hires and trains departmental personnel; reviews and explains work duties; monitors work quality and assist to resolve operating problems; introduces new skills periodically to upgrade performance and to increase skill sets of employees in the department; explains and enforces library rules and regulations, interprets and clarifies policy; maintains discipline, handles employee grievances and maintains harmonious employee relations; drafts performance appraisals.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Performs/assists with any system operations, under direction, to maintain work flow.
  • Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, requirements and policies.
  • Maintains work area in a clean and orderly condition; ensures safe operating conditions within area of responsibility.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience: 

Bachelor’s degree; AND four (4) years of facilities construction and maintenance management experience; OR an equivalent combination of education, training and experience as determined by Human Resources.


Required Certificates, Licenses, and Registrations: 
  • Valid Florida Driver’s License.

Required Knowledge and Skills:

  • Materials, methods, practices and equipment used in facilities construction, maintenance and repair
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles, practices and techniques of facilities construction, maintenance and repair.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.

Required Skills:

  • Training others in policies and procedures related to the work and providing for their professional development.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Supervising a complex building remodeling, maintenance and repair program.
  • Safely operating, adjusting and performing preventive maintenance and minor repair to power tools and equipment related to the work.
  • Reading and interpreting plans diagrams, blueprints and specifications.
  • Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.
  • Using initiative and independent judgment within general policy guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Interpreting, applying and explaining complex policies, codes and regulations.
  • Setting priorities, coordinating multiple activities and meeting critical deadlines.

 

SUPERVISION RECEIVED AND EXERCISED: 

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
