Construction project coordination experience preferred; 

SUMMARY:

Under general direction, plans and directs security and maintenance functions, construction, and renovation for all Library facilities.

ESSENTIAL FUNCTIONS:

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s)may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Plans, organizes, assigns, supervises, reviews and evaluates the work of assigned staff, normally through subordinate supervision.
  • Develops and implements goals, objectives, policies, procedures and work standards for the department; prepares and administers the department’s budget.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Administers the repairs and maintenance function of all facilities and equipment (other than computer related).
  • Identifies capital project needs and capital equipment needs, budgets appropriately, and oversees acquisition and construction programs and projects.
  • Manages security systems, access control and fire panels throughout the Library system; ensures all devices and systems are operational.
  • Meets with architects, engineers and other parties to monitor Library design and construction projects; monitors projects to ensure compliance with contractual requirements.
  • Administers contracts with and confers with construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
  • Manage custodial activities.
  • Selects staff; trains staff and provides for their professional development; administers discipline as required.
  • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
  • Drives a motor vehicle to attend meetings and visit various work sites.
  • Monitors developments in equipment, materials and techniques in the maintenance and construction field; gathers information and develops alternatives.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor’s degree in business administration, or a closely related field; AND five (5) years of facilities construction and maintenance management experience, two (2) years of which were in a supervisory role; OR an equivalent combination of education, training and experience as determined by Human Resources.

Required Certificates, Licenses, and Registrations:

  • Valid Florida Driver’s License.

  • Applicable laws, codes and regulations.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and budget development and implementation.
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles, practices and techniques of facilities construction, maintenance and repair.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.

  • Administering programs and staff through subordinate supervision.
  • Training others in policies and procedures related to the work and providing for their professional development.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Overseeing a broad-based construction and maintenance program.
  • Reading and interpreting plans diagrams, blueprints and specifications.
  • Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.
  • Using initiative and independent judgment within general policy guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Interpreting, applying and explaining complex policies, codes and regulations; setting priorities, coordinating multiple activities and meeting critical deadlines.

SUPERVISION RECEIVED AND EXERCISED:

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
