SUMMARY: 

Under general direction, develops, organizes, and manages the operations of Learning Central.

ESSENTIAL FUNCTIONS: 

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Plans, organizes, assigns, supervises, reviews and evaluates the work of assigned staff, normally through subordinate supervision.
  • Develops and implements goals, objectives, policies, procedures and work standards for the department; prepares and administers grant budgets.
  • Contributes to the overall quality of the department's customer service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Selects staff; trains staff and provides for their professional development; administers discipline as required.
  • Manages all aspects of assigned special projects such as: Right Service at Right Time, Orlando Memory, EPOCH and Career Online High School.
  • Performs grant research, submittal and administration duties for assigned projects and programs.
  • Evaluates and monitors all elements of assistance and information provision services to customers; ensures standards are adhered to and that resources/services that are available meet customer and staff needs; monitors and addresses safety/security issues.
  • Monitors and identifies trends in library sciences; recommends revisions to service delivery models; reviews and updates policies and procedures accordingly.
  • Monitors and evaluates public access computer labs.
  • Analyze data and create a variety of usage and traffic reports; identify trends and recommend educational/marketing campaigns to enhance awareness.
  • Creates, implements, conducts and oversees adult events created by the department; performs needs analyses; reviews content and recommends new/revised content and programs.
  • Manages and evaluates Special Collections, Assistive Devices and related services provided by the Library; ensures collections are current and meet customer needs; ensures staff are knowledgeable on collections and devices.
  • Establishes, maintains and enhances outreach connections and partnerships.
  • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
  • Drives a motor vehicle to attend meetings and visit various work sites.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience: 

Master’s degree in Library Sciences; AND five (5) years of professional library services experience, two (2) years of which were in a supervisory/managerial role; OR an equivalent combination of education, training and experience as determined by Human Resources.


Required Certificates, Licenses, and Registrations: 
  • Valid Florida Driver’s License.

Required Knowledge and Skills: 

Required Knowledge:

  • Applicable laws, codes and regulations.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and grant budget application and administration.
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Concepts, principles and procedures of training and development administration.
  • Regulations and statutes relates to activities, such as ADA and copyright/fair use.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.

  • Training others in policies and procedures related to the work and providing for their professional development.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.

SUPERVISION RECEIVED AND EXERCISED: 

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
